Errekaleor

Gasteizko auzo honi buruz hitz egiten hasteko, 50. hamarkadako hiriaren garapen industrialari begira jarri beharko ginateke.

Asko izan ziren espainiar Estatuko hegoaldetik lan bila etorri ziren herritarrak, eta hauetako batzuen bizileku izateko eraiki zuten Errekaleor: Gasteizko kanpoaldean kokaturik dagoen 192 etxebizitza dituen auzoa. Langile izaera erroturik, 1976ko martxoaren 3an Espainiako poliziak Romualdo Barroso auzokide gaztea hil zuen tiroz Gasteizko greba orokor batean, beste lau langileekin batera.

Urteak aurrera joan ahala, eta hiriaren garapen urbanistikoa tarteko, Errekaleor eraitsi eta duplexak edukiko zituen gune bihurtzea bururatu zitzaien zenbait mandatariri. 2002an, bizilagunen lehenengo lekualdatzeak hasi ziren, baina askok ez zuten onartu eta errekurtsoz errekurtso, etxebizitza eraikitze burbuilak eztanda egin zuen eta ondorioz, duplex berrien plana bertan behera gelditu zen. Gaur egun, badira oraindik auzoa utzi ez duten auzokide batzuk.

Auzoa erdi hutsik egonda, 2012an, Gasteizko unibertsitateko zenbait ikaslek etxebizi-tzaren problematikari heldu eta alternatibak bilatzeari ekin genion. Auzoaren azterketa eta lanketa baten ondoren, 2013ko irailaren 3an Errekaleorreko 26. portala okupatu genuen eta “Errekaleor Bizirik” ekimenari hasiera eman genion.

Hasiera batean 10 izan ginen auzoa berpizteko etorri ginen ikasleak. Gaur egun, ordea, 120 pertsona inguruk osatzen dugu proiektua eta ikasle planotik haratago, profil eredua oso anitza da.Autogestioa ardatz, bizitzako eremu guztien garapen kolektibo propioaren alda-rrikapenarekin batera, arlo ezberdinen desmerkantilizazio prozesuan dihardu proiektuak. Horretaz aparte, gentrifikazio prozesu latza pairatu duen auzoa berreraikitzeak, beste helburuak gauzatzeko oinarria suposatzen du.

Erronka itzela, noski, baina auzoaren baldintzek planteamendu horretara bultzatzen dutela erraz antzeman daiteke Errekaleor ezagutuz gero. Bi portalez osaturiko 16 etxe-blokez osatuta dago, portal bakoi-tzak sei pisu dituelarik hiru altueretan. Horretaz aparte, asko dira gune komunak: 115 eserlekuko zinema, eliza katolikoa (egun gaztetxea), eliza ebangelikoa (egun musika entsegu lokala), gizarte etxea (eskola, liburutegia, eskulan tailerra, bilera gela… barnebiltzen ditu), 12 zenbakitako frontoi estalia, okindegia, taberna… Hori gutxi balitz, lursailez inguratuta dago auzoa, elikagaiak gure kabuz lor-tzeko aukera emanez.

Arriskuei dagokienez, eta okupazioan oinarrituta dagoen proiektua aintzat hartuta, asko izan dira Gasteizko udaletxetik jaso diren erasoak (auzoaren jabegoa udaletxeko hirigintza enpresarena baita).

Egun, okupatutako lehen portalaren aurkako prozesu judiziala nahiko aurreratuta dago eta Gasteizko alkateak behin baino gehiagotan esan du auzoa eraitsi nahi duela. Haiek erabiltzen duten argudio pisu-tsuena (edo behintzat pisu gehien ematen diotena) auzoaren segurtasuna da. Udaletxearen aburuz, errekaleortar berrien bizitza bera arriskuan egon daiteke eta etxeek ez dute bizi baldintza duinik bermatzen. Pasa den azaroan, alkateak lekualdatze bat eskeini zigun Errekaleor Bizirikeko kideei: auzoa atzean utzi eta Aretxabaleta izeneko erdi hutsik dagoen beste auzo batera mugitzea, etxeak konpontzen oinarriturik egongo zen alokairu sozial moduko baten bitartez. Errekaleortarrok aukera hau baztertu eta auzoan jarraitzeko hautu irmoa egin genuen, Errekaleor Bizirik proiektuaren amaiera suposatuko lukeelako, bestela.

Proiektuaren erabaki gune zentrala den asanblada orokorraz aparte, gai eta ildo ezberdinak lantzen duten lantaldeetan antolatzen gara. Auzoko bizilagunok osatzen ditugun lantalde hauetaz gain, bertan bizi ez diren beste eragile batzuk parte hartzen dute Errekaleorren.

Kontutan hartu behar da, Errekaleor Bizirik ez dela irla isolatu bat bezala sortu, baizik eta beste mugimendu zein eragileekin elkarlan etengabeari esker sortu eta garatzen da.

Auzoko ateak irekita daude, bertara bizitzera etorri nahi dutenei, antolatzen ditugun jardueretara parte hartu nahi dutenei eta noski, edozein ideia berri daukan edonori. Errekaleor bizirik mantentzen jarraitu dugu eta oztopo guztien gainetan auzoa defendatzen jarraituko dugu.

To start talking about this district of Vitoria-Gasteiz, we should look at the industrial development of the city in the 50’s.

Many people came from the south of Spain to look for work, and Errekaleor was built to house some of them: a district with 192 homes on the outskirts of Vitoria-Gasteiz. On March 3, 1976, Spanish police shot and killed a young neighbor, Romualdo Barroso, in a general strike in Vitoria-Gasteiz, along with four other workers.

As the years went by, and in the midst of the city’s urban development, some delegates decided to demolish Errekaleor and turn it into a site for duplexes. In 2002, the first relocation of residents began, but many did not accept it and on appeal, the housing construction bubble burst and as a result, the plan for new duplexes was canceled. Today, there are some neighbors who have not yet left the neighborhood.

With the neighborhood half empty, in 2012, some students from the University of Vitoria-Gasteiz began to address the problem of housing and look for alternatives. After a study and study of the district, on September 3, 2013, we occupied the 26th Errekaleor portal and started the “Errekaleor Bizirik” initiative.

Initially we were 10 students who came to revitalize the neighborhood. Today, however, the project is made up of around 120 people and, beyond the student plan, the profile model is very diverse. Apart from that, the reconstruction of a district that has undergone a difficult process of gentrification is the basis for the realization of other objectives.

A huge challenge, of course, but it is easy to see that the conditions of the neighborhood lead to this approach if you know Errekaleor. It consists of 16 blocks of houses with two portals, each of which has six storeys on three heights. In addition, there are many common areas: a 115-seat cinema, a Catholic church (now a youth center), an evangelical church (now a local music rehearsal), a social house (including a school, library, craft workshop, meeting room), a 12-meter covered fronton, bakery, bar … To top it all off, the neighborhood is surrounded by land, allowing us to get our own food.

In terms of risks, and given the occupation-based project, there have been many attacks received from Vitoria-Gasteiz City Council (which is owned by the town council’s town planning company).

Currently, the legal process against the first occupied portal is quite advanced and the mayor of Vitoria-Gasteiz has repeatedly stated that he wants to demolish the district. The heaviest argument they use (or at least give it the most weight) is neighborhood safety. According to the town council, the very lives of the new residents may be in danger and the houses do not guarantee decent living conditions. Last November, the mayor offered a relocation to the members of Errekaleor Bizirik: to leave the neighborhood behind and move to another semi-empty neighborhood called Aretxabaleta, through a kind of social rent based on repairing houses. The people of Errekaleor rejected this option and made a firm choice to continue in the district, because otherwise the Errekaleor Bizirik project would mean the end of the project.

Apart from the general assembly, which is the central decision-making area of the project, we are organized into working groups that work on different topics and lines. In addition to these working groups made up of the residents of the neighborhood, other agents who do not live there take part in Errekaleor.

It should be noted that Errekaleor Bizirik was not created as an isolated island, but was created and developed through constant collaboration with other movements and actors.

The doors of the neighborhood are open to anyone who wants to live there, anyone who wants to participate in the activities we organize, and of course, anyone with any new ideas. We will continue to keep Errekaleor alive and we will continue to defend the neighborhood over all obstacles.
